Community Engagement

A more active, informed and influential civil society in protecting the ocean.

Elderly man holds a cardboard sign reading "We are all ocean born, protect what you love" at an outdoor event. People gather in the sunny background.

True transformation in ocean protection is only possible with the involvement of civil society. That is why, through our Community Engagement area, we bring together organisations, associations, schools and citizens from around the world who contribute to a healthy ocean.

The mission is clear: to ensure that civil society takes a central place on the ocean agenda, making a real impact on public policies and local practices.

This work focuses on two main areas:

  1. Supporting our strategic programmes – from Conservation to International Advocacy and Policy, and Ocean Frameworks and Economy, by fostering community engagement at every stage.
  2. Leading initiatives that inform, educate and inspire action among thousands of people each year, in Portugal and around the world.

Main objectives

  • Strengthen the voice of civil society in shaping policy and guiding ocean governance.
  • Unite and mobilise a strong national network of organisations committed to protecting the ocean.
  • Build an international alliance of organisations and movements with a coordinated voice and real influence on policy.
  • Ensure civil society is present and heard at major international events, with a clear advocacy agenda, shared priorities and powerful messages.

A mobilisation model with impact

Since 2017, Oceano Azul Foundation has developed a unique model of civic mobilisation: an active, connected and growing community that brings together organisations, movements and citizens in a collective effort for marine conservation.

This model combines networking, capacity-building and action – creating connections, sharing knowledge, and organising initiatives with strong social and environmental impact.

It is the framework for a range of initiatives, including:

  • COOL network – bringing together hundreds of entities in an national community defending the ocean.
  • Ocean Basecamp – the “home” of civil society during major international conferences.
  • International Coastal Cleanup Day – the largest volunteer mobilisation for cleaning coastal and inland ecosystems in Portugal.
  • Earth Day and Month of the Sea – key moments of celebration and civic action, engaging schools, youth associations and communities.

It is in this spirit of participation and shared responsibility that we continue to build a global community in defence of the ocean.
