BBNJ Treaty (High Seas Treaty)

Race for ratification

Since 2019, Oceano Azul Foundation has striven to mobilise efforts and aid the negotiations towards the adoption of the BBNJ Treaty. This includes co-organising four workshops. These workshops are important moments for advancing discussions and paving the way for consensus on critical issues. Additionally, the Foundation has been actively involved in efforts towards a speedy ratification of the treaty.

Most recently, in collaboration with the Portuguese Ministry of Foreign Affairs, a workshop was organised for the Community of Portuguese Speaking Countries (CPLP) on the ratification of the High Seas Treaty. This initiative was crucial in facilitating the understanding and advancing the process within this community.

After nearly two decades of United Nations discussions, the High Seas Treaty was adopted in June 2023, focused on conserving marine biodiversity beyond national jurisdiction. At a critical juncture, this workshop set the stage for meaningful discourse outside formal negotiations.

Organised in collaboration with Oceano Azul Foundation and United Nations Division for Ocean Affairs and the Law of The Sea (UNDOALOS), the workshops bring together national and international government representatives, scholars, and policy experts.

Cooperation is key to achieving the 60 ratifications required by 2025, particularly by fostering partnerships and sharing resources between states, ensuring the support needed to ratify the treaty.
